Mod Or Sub Rehab: Where do you fall?

How do you know if you have a Mod or Sub rehabilitation project?


Any job which checks these three boxes must follow the Sub Rehab track:

1️⃣ Complete heating system replacement. That means boiler, risers and terminal units.

2️⃣ Doing work in 75% of the units. Yes, even just fixture replacements.

3️⃣ 'Significant' work on the envelope. For example, replacing 50% or more of the windows.


This decision must get made early on in the project.  Any Sub Rehab has to provide a host of sustainability upgrades, starting with full electrification of heating systems, as well as green building certification.


HPD revised the guidelines to leverage their capital investments into supporting New York City's ambitious goals of reducing greenhouse gas emissions.  With these new guidelines in place, HPD is now guaranteeing a significant improvement in performance and energy effciency.


Make sure that you have a clear discussion with your HPD project manager about which track you fall into. This discussion drives the entire approval process.   It will save you time and money to do it right the first time.
